Due to an increase in tax receipts this year, the city will increase its road budget and spend more than $2 million on the 2018 Road Repair Program. At its June 19 meeting, the North Royalton City Council authorized the Mayor to go out to bid on June 20. Bid openings were to take place on July 5.
Earlier this year, the city elected to repave Edgerton Road at a cost of about $650,000, from Bennett Road to Ridge Road and South Akins Road, between Bennett Road and York Road, at a cost of about $240,000. The city will be receiving $250,000 from Cuyahoga County to assist with the Edgerton Road project through the Cuyahoga County Resurfacing Program. With the increased revenue, they will now add Gabriella, Lynn, Delsy, Glenwillow and Akins Road, between Edgerton Road and York Road. The cost of repair for these streets is expected to be about $220,000. The city had originally targeted about $1 million for road repair this year, according to Mayor Bob Stefanik. With the new revenue, the budget will likely be just under two million. The budget last year for the road program was about $1.3 million.
Pavement Preservation is what North Royalton City Engineer Mark Schmitzer calls it. He said that the full pavement depth repairs will be made in certain locations by removing and replacing those areas 12” deep, then an aggregate stone, called a chip seal, and fog seal, which locks everything into place, goes on top of that. Schmitzer noted that these roads were rehabilitated some years ago and this measure will serve as maintenance preservation.
The goal is to start these new projects at the beginning of next month. The Edgerton and South Akins projects are expected to be completed by month’s end.
In addition to the seven main projects, much is being done in asphalt and concrete roadway repairs. Asphalt repair is being done on York and Wallings Roads. Concrete repair is being done on Hillary, Padua and Bellermine Drive; Saturn, Jupiter, Athena, Mercury, Titan and Apollo Drives; Perl Court, Stuart Court, Elaine Drive, Dales Court, Reckman Court, Helen and Vista Drives; Sharon Lane, Eastend Drive, Milan Court, Dennis Court and Douglas Court. The city is also teaming up with the city of Parma to do a surface overlay on top of existing pavement on Sprague Road, between West 130th and York Road. The road is scheduled to be resurfaced in 2020, but there is a significant amount of patchwork needed. The cost of the overlay is expected to be about $92,000. Each city will contribute $15,000 and Cuyahoga County will pay for the additional amount, which includes the materials.
