Members of City Council recently received city-owned cell phones in order to continue communication with their constituents, as well as make it easier to adhere to the State’s public records laws.
Council President Paul Marnecheck said that there has been discussion for about a year about making the phones available. “This all began with the use of action forms,” said Marnecheck. “They used to be a fillable document. In order to have better work flow management, the Mayor and Council worked together to get a company, City Force, a software company, for an app for the phones,” Marnecheck said the app was based on a model that the City’s Building Department has already been using. He said he and some Council members didn’t feel comfortable having the City information on their personal phones. “I didn’t really feel comfortable having the Council business on my personal phone that was added to my personal information,” said Marnecheck. In order to adhere to public records requests, Council business that is conducted on Council’s personal phones had different requirements, such as the need to archive phone calls and text messages.
“It’s the logical progression of technology,” said Marnecheck. “I wanted to do this in the beginning of the new council in 2024, to start fresh, but the application became available, so Council decided to make the change now. “All of Council was for this change,” said Marnecheck. Now, each ward phone will stay with whatever Council member is in office at any given time, which will make each phone number more consistent from Council member to new Council member. Marnecheck also noted that it makes for better transparency.
Legislative Director Dana Shroeder, Brian Beals, Head of the City’s I.T. Department, Assistant Law Director, Donna Vozar and the Mayor’s office worked together in order to make the purchase and programming of each phone possible.
