Now that the spring weather is here, the city has initiated the 2022 Road Maintenance Program, which takes place each year. The city develops a plan of the roads that are in the most need and sets a budget to start those projects.
In March, City Council adopted three pieces of legislation that approved bids for the 2022 Road Maintenance Program. They accepted the bid of American Roadway Logistics for the 2022 Road Maintenance Program as the lowest and best bid for pavement marking; the bid of Crossroads Asphalt Recycling, Incorporated as the lowest and best bid for equipment and general pavement services and the bid of Set in Stone Contracting, LLC, as the lowest and best bid for concrete repairs. According to North Royalton Service Director, Nick Cinquepalmi, this year, asphalt went up $1 per ton and concrete went up $20 per yard. He said that he was told by some of the contractors that were bidding, that the city was able to get better prices, as the city was able to go to bid early, due to the fact that the budget was adopted earlier than the required March 30 deadline.
This year, the City has budgeted about $1.5 million for the program. North Royalton Mayor Larry Antoskiewicz reported the following streets for the 2022 Roads Program (not ranked in any particular order):
Concrete Work: Ashley Woods, Camelot Estates, Devonshire Woods, Industrial Pkwy, Pine Hill, Nottingham Woods, West Hampton, Willow Lake.
Asphalt Work: Cedar Estates ( milled down two inches and paved, as well as joint repair and single chip seal). The Trails ( milled down two inches, paved and single chip sealed). City Green parking lot (milled and paved, repaired, sealed, curbed, and painted)
Joint Repair: Washington Avenue, Perl Court, Elaine Drive, Jupiter Drive, Hilary Drive, Padua Drive, Bellarmine Drive, Greenwood Oval, Oakridge Drive, Cedarwood Drive, Wildwood Drive, Applewood Drive, Hickory Lane, Ivy Oval, Sassafras Circle, Timberlane Trail.
Antoskiewicz pointed out that “the plan is to get all of this done, but that doesn’t mean it will.” He explained that the completion of the list is dependent upon income tax receipts and manpower. He said that “sometimes, things come up and we have to go in a different direction, as far as manpower is concerned.”
In addition to this program, the Ridge Road Rehabilitation will take place. Council approved an ordinance that increased the amount that was originally authorized to the Ohio Department of Transportation (ODOT) for the Ridge Road resurfacing project. The increase was necessary due to the fact that the bids received were higher than anticipated, according to Antoskiewicz. The additional cost approved is an amount not to exceed $126, 028.00. Antoskiewicz said that the overall project will be funded by an 80-20% split and the city paying the 20% of the project. He also noted that the majority of the cost of the project has been already accounted for in the 2021 budget. The project start date is currently set for June 6, according to Antoskiewicz.
Last year, the city spent $1,774,313.35 on the 2021 Road Maintenance Program, according to North Royalton Finance Director Jenny Esarey. Of that amount, $673,896 was paid in advance for the Ridge Road project this year. Last year, the following streets were completed:
Asphalt projects: Abbey Road (turnpike bridge to Albion),Boston Road was done in partnership with Medina County), Highland Drive, Donmar Road, York Road. (Partial).
Concrete projects: Slab and Joint Repair had taken place in Royal Valley and Sherwood Estates.
