The second January meeting of the North Royalton City Council took place on Tuesday, January 21. Ward 3 Councilman Dan Langshaw was elected by Council as the Council Pro Tempore, which means that he would represent as the head of City Council, should Council President Paul Marnecheck be absent or unavailable.
An ordinance authorizing the Mayor to enter into an agreement with Senior Transportation Connection was unanimously adopted.
A resolution was unanimously adopted that acknowledges the community service of Cheryl Hannan. Hannan served as the Council Representative for Ward 5 from January, 2017 to December, 2019.
A resolution was unanimously adopted that acknowledges the community service of Dan Kasaris. Kasaris served as the Council Representative for Ward 6 from November, 2007 to December 2019, for six consecutive terms.
A resolution was unanimously adopted that acknowledges the community service of Timothy Miller. He served as a member of the North Royalton Board of Zoning Appeals from January, 2019 to January 1, 2020.
A resolution was unanimously adopted that acknowledges the community service of John Nickell. Nickell served as the Council Representative for Ward 1 from November, 2007 to December, 2019, serving six consecutive terms.
A resolution was unanimously adopted that acknowledges the community service of Gary Petrusky. He served as the Council Representative for Ward 2 from November, 2007 to December, 2019, serving six consecutive terms.
A resolution was unanimously adopted that acknowledges the community service of Robert A. Stefanik. He served as the Council Representative for Ward 6, Council President and Mayor from November, 1999 to December, 2019.
A resolution confirming the Mayor’s Appointment of Holly Michalke to the Planning Commission was unanimously adopted. She will fill the unexpired term of Jessica Fenos, who was elected to City Council.
An ordinance was unanimously adopted that authorizes the Mayor to enter into a Memorandum of Understanding between the Cuyahoga Soil and Water Conservation District and the City of North Royalton for National Pollutant Discharge Elimination System (NPDES) Storm Water Permit Minimum Control Measures 4 and 5. The memorandum is necessary to carry out Clean Water Act responsibilities.
An ordinance accepting the dedication of about 28.472 square feet of public right-of-way along Ridge and Wallings Road as part of a lot split/consolidation from Tomaro Properties, Incorporated, was unanimously adopted.
An ordinance was unanimously adopted that grants the Mayor and Finance Director the authority to agree and approve a contract change relating to the work performed by Leopardo for energy conservation measures. The contract will add a new drop ceiling at the Building Department and new LED lighting and HVAC to areas in the Engineering Office and Building Department. In addition traffic lights that were first removed on the original scope, but replaced by the county as part of the Rt. 82 widening, as well as the addition of sixteen new pedestrian signal housings. The cost shall be $26,251, for a new contract amount of $3,105,738.
An ordinance eliminating the position of Safety Director was unanimously adopted. A second ordinance, which removes the position from the staffing and classification plan was also adopted. (See Safety Director article)
About 20 people from the Swan Lake development were in attendance. A Board of Trustee member represented the group, presenting the Mayor with a petition, signed by 92 residents of the 82 household development, imploring the city to fix seven of the streets in their development this year. Antoskiewicz stated that although he has not completed the 2020 road program yet, that the Swan Lake Development was already on it.
The North Royalton City Council meets on the first and third Tuesday of every month, except August. Caucus and Council Meetings are held at City Hall, located at 14600 State Road at 7 p.m.
