To require courts to consider factors like public safety when setting the amount of bail
Proposed by Joint Resolution of the General Assembly
To amend Section 9 of Article I of the Constitution of the State of Ohio
A majority yes vote is necessary for the amendment to pass.
The proposed amendment would:
• Require Ohio courts, when setting the amount of bail, to consider public safety, including the seriousness of the offense, as well as a person’s criminal record, the likelihood a person will return to court, and any other factor the Ohio General Assembly may prescribe.
• Remove the requirement that the procedures for establishing the amount and conditions of bail be determined by the Supreme Court of Ohio.
If passed, the amendment will be effective immediately.

To prohibit local government from allowing non-electors to vote
Proposed by Joint Resolution of the General Assembly
To amend Section 1 of Article V, Section 3 of Article X, and Section 3 of Article XVIII of the Constitution of the State of Ohio
A majority yes vote is necessary for the amendment to pass.
The proposed amendment would:
• Require that only a citizen of the United States, who is at least 18 years of age and who has been a legal resident and registered voter for at least 30 days, can vote at any state or local election held in this state.
• Prohibit local governments from allowing a person to vote in local elections if they are not legally qualified to vote in state elections.
If passed, the amendment will be effective immediately.

Cleveland Metropolitan Park District
A majority affirmative vote is necessary for passage.
A replacement of a tax for the benefit of the Cleveland Metropolitan Parks District (known as Cleveland Metroparks including the Cleveland Metroparks Zoo) for the purpose of conserving the natural resources of the park district and maintaining, repairing, improving, planning, acquiring, developing, protecting and promoting the use of existing and future lands and facilities, and for any other lawful purpose of the park district at a rate not exceeding 2.7 mills for each one dollar of valuation, which amounts to 27 cents for each one hundred dollars of valuation, for ten years, commencing in 2022, first due in calendar year 2023. An existing levy of 2.7 mills, have one year remaining, will be canceled and replaced upon the passage of this levy.

Cleveland-Cuyahoga County Port Authority
A majority affirmative vote is necessary for passage.
A renewal of a tax for the benefit of the Cleveland-Cuyahoga County Port Authority for the purpose of providing funds necessary for the Port Authority at a rate not exceeding 0.13 mill for each one dollar of valuation, which amounts to 1.3 cents for each one hundred dollars of valuation, for five years, commencing in 2023, first due in calendar year 2024.

Shall Article III of the Charter of the City of Broadview Heights be amended to add new Section 11 that provides for a removal process for members of council whereby Council may by at least a two-thirds (2/3s) vote of all of its members eligible to vote, expel or remove any member for gross misconduct, malfeasance, nonfeasance, misfeasance in or disqualification for office; for the conviction while in office of a felony or other crime involving moral turpitude; for persistent failure to abide by the rules of Council; or for absence without justifiable excuse from three consecutive regular meetings thereof; and to provide a hearing process by which the officer whose removal is sought may present evidence that they may deem necessary in their defense?

Shall Article V, Section 8(c)(2) of the Charter of the City of Broadview Heights be amended to increase the distance requirement of written notice given to adjacent property owners of any variance to be considered by the Board of Zoning Appeals from 500 feet to 1,000 feet from the edge of any property line of the property for which the variance is requested?

Shall Article V, Section 9(c)(1) of the Charter of the City of Broadview Heights be amended to provide that the Civil Service Commission shall maintain Civil Service rules, requirements and the appropriate administrative function regarding the appointment and promotion of employees in the classified service of the City; and to provide that the Commission shall comply with all required mandates by the Constitution of the State of Ohio, the Ohio Revised Code and all applicable requirements for the appeal from actions of the Police and Fire Departments and Director of Public Safety in cases of transfer, reduction in grade or removal except as otherwise provided in the Charter and appropriate negotiated collective bargaining agreements?

Shall Article XIV of the Charter of the City of Broadview Heights be amended to add new Section 8 to provide that the City Clerk, with the approval of Council and in consultation with the Director of Law may provide for the deletion of obsolete language, rearrangement of numbers and titles, and correction of typographical errors within the Charter; and to provide that no such changes may be made which affects the substance or meaning of the Charter?

Shall the Codified Ordinances and Zone Map of the City of Broadview Heights be amended to rezone PP# 585-23-002, located on the North side of Boston Road East of Broadview Road from present C-2 General Commercial to B-1 Cluster/Townhomes?
The time line for the November 3 election is as follows:
September 23, Absentee ballots to be mailed ; October 11, Voter Registration Closes; October 12, Opening of vote by mail; November 5, Absentee Ballot application deadline; November 7, Voting In Person at the Board of Elections ends and all Absentee ballots postmark deadline; November 8, Election Day (6:30 a.m. – 7:30 p.m.) and all overseas Vote by Mail ballots must be submitted to be received by November 8. Also, all absentee ballots returned in person must be received at the Board of Elections by 7:30 p.m.
