Proposed Charter Amendment
City of North Royalton
A majority affirmative vote is necessary for passage.
Shall Article III Subsection (b) of the Charter of the City of North Royalton be amended to provide that no member of Council shall hold any other elected or appointed office – defined as any position in federal, state, county, municipal, or school district government to which a person is chosen by election or appointed by a public official or body, or be employed by the Municipality, except that of notary public or member of the State Militia, or Reserve Corp of the United States, or be directly or indirectly involved in the disbursement of public moneys of North Royalton, except while performing his or her duties as Councilperson?

A majority affirmative vote is necessary for passage.
Shall Article VII, Subsection (b) of the Charter of the City of North Royalton be amended to provide that when either positions of the Chief of the Police Department or Chief of the Fire Department become vacant, a suitable examination shall be given by and under the direction of the Civil Service Commission to such members of the department who have obtained the rank of police sergeant (non-probationary)/fire lieutenant (non-probationary) or higher, and desire to be considered therefor; and that those candidates who pass the examination and are so certified by the Civil Service Commission shall be subject to an independent assessment; and that the examination shall be weighted as 40% and the assessment weighted as 60% of the total score for each candidate; and to provide that the four candidates, including ties, scoring highest shall be interviewed by the Mayor and he shall make his appointment from among them?

A majority affirmative vote is necessary for passage.
Shall Article XI of the Charter of the City of North Royalton be amended to revise Civil Service Commission provisions to exempt those positions set forth in Section 124.11(A) of the Revised Code from the classified service; and to provide that the competitive class shall include all positions and employments for which it is practicable to determine the merit and fitness of applicants by the competitive examination or other means as determined by the rules of the Commission?

The time line for the November 4 election is as follows:
October 28, Absentee Ballot application deadline; November 2, Voting In Person at the Board of Elections ends; November 3, All Vote-by-mail and Absentee ballots postmark deadline; November 4, Election Day (6:30 a.m. – 7:30 p.m.) and all absentee ballots returned in person must be received at the Board of Elections by 7:30 p.m.
