Nashville-based Development Management Group LLC has proposed a Dunkin’ Donuts on Royalton Road, just west of Bennett Road, and a Jimmy John’s sandwich shop, on Bennett Road, just south of Royalton Road, on the west side of the street. Both proposals include a drive-thru.
The proposed Dunkin’ Donuts will be located about three miles from the Strongsville Dunkin’ Donuts at 13128 Royalton Road and three miles from the Broadview Heights Dunkin’ Donuts, located at 1057 W. Royalton Road.
The proposals were submitted to the North Royalton Planning Commission, who granted the preliminary approval in December. According to the application, the Dunkin’ Donuts is proposed to be more than 2,200 feet on the parcel of 1.07 acres. The Jimmy John’s is proposed to be 1,270 square feet, which would sit on the 0.371 acre parcel.
The plan shows a consolidation of both of the properties for parking lot circulation, with a one-lane entrance on Royalton Road and a two-lane exit on Royalton Road, with a one-way entrance and a one-way exit on Bennett Road.. The plan also included the proposal of an additional right turn lane on Royalton Road for eastbound traffic. At that time, Development Management Group said it would need two zoning variances.
On April 24, the North Royalton Board of Zoning Appeals granted variances for all of the thirteen requested for the Dunkin’ Donuts property and eleven requests for the Jimmy John’s parcel, as follows:
Dunkin’ Donuts property:
Variance #1: Codified Ordinance Section 1276.09(a) “Yard Regulations.” Code requires that the main building and use maintain a 60-foot front yard setback from the right of way. Applicant is requesting a variance of 37 feet to place the main use 23 feet from the right of way.
Variance #2: Codified Ordinance Section 1276.09(a) “Yard Regulations.” Code requires that parking areas and drives maintain a 20-foot front yard setback from the right of way. Applicant is requesting a variance of 14 feet to construct the parking area and drive 6 feet from the right of way.
Variance #3: Codified Ordinance Section 1276.09(a) “Yard Regulations.” Code requires that parking areas and drives maintain a 5-foot side yard setback when adjoining a non-residential lot. Applicant is requesting a variance of 5 feet to construct the parking area and drive 0 feet from the eastern side property line.
Variance #4: Codified Ordinance Section 1276.09(a) “Yard Regulations.” Code requires that parking areas and drives maintain a 5-foot rear yard setback when adjoining a non-residential lot. Applicant is requesting a variance of 2 feet to construct the parking area and drive 3 feet from the southern rear property line.
Variance #5: Codified Ordinance Section 1276.09(a) “Yard Regulations.” Code requires that buildings maintain a 20-foot rear yard setback when adjoining a non-residential lot. Applicant is requesting a variance of 15 feet to construct a trash enclosure 5 feet from the southern rear property line.
Variance #6: Codified Ordinance Section 1284.04(a)(6)A. “General Requirements.” Code states that buildings shall have no more than one building sign per street face. Applicant is requesting variance to have 2 additional building signs, for a total of 3 building signs, for a building with frontage on one public street.

Variance #9: Codified Ordinance Section 1284.09(b)(2) “Signs in Business Districts Generally.” Code permits 32.77 square feet of building signage. Applicant is requesting a variance of 27.48 square feet to have a total of 60.25 square feet of building signage.
Variance #10: Codified Ordinance Section 1284.09(b)(1) “Signs in Business Districts Generally.” Code permits 59.32 square feet of signage for the business use. Applicant is requesting a variance of 24.83 square feet to have a total of 84.15 square feet of signage for the business use.
Variance #11: Codified Ordinance Section Codified Ordinance Section 1284.17(f) “Prohibited Signs.” Code does not permit off-premises signs. Applicant is requesting a variance to construct a ground sign advertising a use on a separate, adjoining property.
Variance #12: Codified Ordinance Section 1284.10(f) “Location and Supplementary Area Regulations for Signs in Business Districts.” Code requires that permanent directional signs shall be no less than 25 feet to any side lot line. Applicant is requesting a variance of 20 feet to construct a directional sign 5 feet from the western property line.
Variance #13: Codified Ordinance Section 1284.10(f) “Location and Supplementary Area Regulations for Signs in Business Districts.” Code requires that permanent directional signs shall be no less than 5 feet to the street right of way line. Applicant is requesting a variance of 3.5 feet to construct a directional sign 1.5 feet from the street right of way line.
Jimmy John’s parcel:

The developer now needs to go back to the North Royalton Planning Commission for final approval. The Planning Commission usually meets on the first or second Wednesday of each month.
