Now that the spring weather is in full force, so is the 2023 Road Maintenance Program, which takes place each year. The City develops a plan of the roads that are in the most need and sets a budget to start those projects.
In March, City Council adopted three pieces of legislation that approved bids for the 2023 Road Maintenance Program. They accepted the bid of American Roadway Logistics as the lowest and best bid for pavement marking; the bid of Crossroads Asphalt Recycling, Incorporated as the lowest and best bid for equipment and general pavement services and the bid of Independence Cement, LLC, as the lowest and best bid for concrete repairs.
This year, the City has budgeted about $1,526,215 for the program. North Royalton Mayor, Larry Antoskiewicz, reported the following streets for the 2023 Roads Program (not ranked in any particular order):
Asphalt Work:
– Boston Road from Ridge to where it dead-ends by Valliaire Golf Course.
– York Road between West Wallings to Sprague Road.
– All streets within St Thomas Woods Development.
– Vista Drive and connected side streets.
Concrete Work (streets in these areas are potential work, as costs will dictate what can be accomplished):
– York Alpha Industrial Park
– Sherwood Estates, Spyglass, Camelot Estates.
Antoskiewicz pointed out that “the plan is to get all of this done, but that doesn’t mean it will.” He explained that the completion of the list is dependent upon income tax receipts and manpower.
The 2023 program also includes the Boston Road Culvert. In addition to this program, the Sprague Road construction between West 130 and York Roads continues, and construction work is expected to begin on Sprague Road, just east of Thornhurst Drive on April 24. That portion of Sprague Road is expected to be closed for about 60 days for culvert replacement, a Northeast Ohio Regional Sewer District project. According to the city, “Sprague Road will be completely closed in both directions at that location once construction starts. Local Traffic Only will be allowed between State Road (SR 94) and Thornhurst Drive if coming from the West. If coming from the East, Local Traffic Only will be allowed from Broadview Road (SR 176) to the road closure area. The marked detour for this closure will be State Road (SR 94) to Pleasant Valley Road to Broadview Road (SR 176) and in reverse if you’re coming from the other direction.” Signs will be posted.
Last year, the city spent $1,228,345.51 on the 2022 Road Maintenance Program, according to North Royalton Finance Director Jenny Esarey. Of that amount, $620,348.93 was spent on asphalt repair and $617,996.58 was spent on concrete. In 2022, the city also paid two additional payments to the Ohio Department of Transportation for the Ridge Road Resurfacing Project for a total of $326,278. With that project, the total cost for 2022 was $1,554.623.41.
