The March meeting of the North Royalton Board of Education took place on Monday, March 8.
A presentation was given by Middle School Principal, Jeff Cicerchi on middle level education.
The Board approved the following 2020/21 appropriation adjustments:
• 401 Auxiliary Services from $1,067,749.16 to $1,064,066.53
• 516 Idea Part B Special Education from $1,072,641.14 to $1,072,599.84
• 572 Title I from $368,719.13 to $374,966.79
• 587 Early Childhood Special Education from $22,941.24 to $22,941.14
• 590 Title IIA from $112,284.50 to $112,464.78
• 599 Title IVA from $30,145.38 to $30,244.68
The Board approved the following return of advancement of funds:
From School Bus Purchase Fund 499-9021 to General Fund to 001-0000 $11,112.37
The Board adopted the following tax rates for the next succeeding fiscal year commencing January 1, 2022: General Fund Inside 5.00; General Fund Outside 55.80; Total General Fund 60.80; Permanent Improvement 1.50; Bond Retirement Fund 4.40; Grand Total 66.70.
North Royalton School Superintendent Greg Gurka congratulated the three National Merit Scholarship Finalists. He then reminded that the schools would be attending in-person school five days per week “all in,” effective March 22 for grades five through twelve, and that grades K through four are currently “all-in.” He said that March 17 is the second vaccination date for the staff and that March 19 was an in-service day and the end of the third quarter. Gurka talked about the wrapping up of winter sports and the beginning of spring sports, saying that this past year has caused the district to refocus on sports allowing students to participate, grow and have fun.
The Board approved a proclamation that “the month of March be declared National Middle Level Education Month, recognizing the importance of middle level education and honoring the contributions of those who educate this unique age group.”
The Board approved an agreement with the Educational Service Center of Northeast Ohio’s Governing Board Primary Service Agreement to provide services for the 2020/21school year.
“Services may include any of the following: inservice and continuing education programs for district personnel, curriculum services, and research and development programs, academic instruction,” according to the agreement.
The Board approved the 2020/21 edition of the Interagency Agreement Regarding the Provision of Service Delivery and Transition for Young Children & Families. They also approved the 2021/22 Auxiliary Service Agreement with St. Albert the Great for the 2021/22 school year.
The Board approved a resolution for the temporary expansion of the employment of substitute teachers. The measure comes after Governor Mike DeWine signed amended substitute House Bill 409, authorizing the employment of substitute teachers, as needed, who do not hold a post-secondary degree, as otherwise required by Ohio law.

A resolution was approved by the Board, authorizing the School Superintendent and Assistant Superintendent to determine that certain tangible personal property is no longer needed for school district purposes and authorizes the sale of that property through an online auction platform and other reasonable methods. The property includes fixtures, furniture and equipment that the district will be replacing.
The Board approved the 2020/21 fee for all-day kindergarten to be $2,100, which was unchanged from the previous four years.
The Board accepted and acknowledged the following gifts/donations:
• Dan Langshaw of North Royalton donated 100 face masks for adults and children valued at $300, to Albion Elementary. He also donated two books valued at $20 to Royal View Elementary.
• Norma Marquette of Broadview Heights donated two Prince oversize tennis rackets to the Athletic Department at North Royalton High School.
The next regular meeting will be held on Monday, April 12, at 7 p.m. at the Royal View Gymnasium.
