The April meeting of the North Royalton City Council took place on Tuesday, April 7. The meeting was held in Council chambers, but most of the Council members, as well as some audience members, attended via teleconferencing software.
Mayor Larry Antoskiewicz thanked all the city workers. “Everybody is doing a really great job during this trying time.” North Royalton Fire Department Chief, Bob Chegan thanked the Mayor and his administration for his full support not only the Fire Dept. but all the city departments.” He noted that he and the Mayor are in constant contact every day. He then gave a rundown of the various aspects of how the city is dealing with the pandemic. “They are doing an outstanding job.” He was happy to report that there are no employees that have been affected. He also noted that at this time, about fifty percent of all runs are COVID-19 related. He said that, at this point, the department has the equipment to last at least thirty to forty five more days. The city has applied to FEMA for assistance.
An ordinance that amends the city’s codified ordinances regarding parking and loading was unanimously adopted. The measure was recommended for approval from the Planning Commission on March 4.
Council unanimously approved a resolution acknowledging the community Service of Matt Shoaff. He was hired on April 11, 1984 for seasonal summer help in the city’s Recreation Department and returned each summer thereafter through years 1985 and 1986. He was hired as a full time Laborer in the city’s Service Department on October 27, 1986; and transferred as a Laborer I on April 29, 1989 to the city’s Wastewater Department and was promoted to the position of Laborer II on August 12, 1991 and Laborer III in April 1999 and served in this position until his retirement on March 1, 2020.
Council unanimously approved a resolution that approves the application of Kenneth and Barbara Williams for the placement of their Wiltshire Road property, totaling 76.22 acres for placement in an Agricultural District.
An ordinance was unanimously adopted that accepts the bid of Grunwell-Cashero Company for the repair of the North Royalton Cemetery Receiving Vault at an amount not to exceed $61,600, as the lowest and best bid.
An ordinance authorizing the purchase of one 2020 Dodge Durango SXT for the North Royalton Police Department was unanimously adopted. The purchase takes place through the Ohio Cooperative Purchasing Program of the Department of Administrative Services at a cost not to exceed $26,300.50, from Sherry Chrysler Dodge, in Piqua, Ohio.
An ordinance authorizing the purchase of one 2020 RAM 2500 Tradesman Crew Cab for the North Royalton Recreation Department was unanimously adopted. The purchase takes place through the Ohio Cooperative Purchasing Program of the Department of Administrative Services at a cost not to exceed $29,794.00, from Medina Auto Mall, Medina, Ohio.
An ordinance amending the city’s codified ordinances Part 4 Traffic Code, Title Six, Chapter 432 Operation Generally, Section 432.30 Stopping for School Bus; Actuating Visual Signals, Discharging Children, Paragraph f1. The amendment increases the penalty for those who fail to stop for a school bus from $500 to $1,000. (See School Bus Fine article)
Three resolutions were unanimously adopted that approves the following applications for farmland in an agricultural district: David and Visar Duane, for 18802 State Road, totaling 19.5 acres;
Stephen Mattes, 4671 Royalwood Road, ten acres; and Joseph Ols, 3148 Wiltshire Road, 3.535 acres.
An ordinance accepting the bid of Kokosing Materials, Incorporated for asphalt for the 2020 road season was unanimously adopted. The purchase is made through the membership in the Joint Municipal Improvement Consortium, which meets or exceeds the specifications of the Ohio Cooperative Purchasing Program of the Department of Administrative Services, as required by House Bill 204.
An ordinance was unanimously adopted that accepts the bid of Crossroads Asphalt Recycling for the 2020 Road Maintenance Program as the lowest and best bid.
An ordinance was also unanimously adopted, accepting the bid of Rader Line for the 2020 Road Maintenance Program as the lowest and best bid for paint striping/auxiliary traffic marking.
An ordinance accepting the bid of United Concrete Company, LLC was unanimously adopted for the 2020 Road Maintenance Program as the lowest and best bid for concrete repairs.
An ordinance was unanimously adopted that amends the original appropriations ordinance 20-41.
An ordinance authorizing the Mayor to enter into an agreement with Columbia Gas of Ohio for one permanent and one temporary easement for the installation of a gas main on Edgerton Road was unanimously approved.
An ordinance was unanimously approved that accepted the bid of Specialized Construction, Incorporated for the 2020 Road Program (asphalt streets) for an amount not to exceed $1,465.427.70 as the lowest and best bid.
The North Royalton City Council normally meets on the first and third Tuesday of every month, except August. Caucus and Council Meetings are held at City Hall, located at 14600 State Road at 7 p.m. Due to the recent pandemic, Council will meet once per month, until further notice.
